The Ministry of Environment, Rural Modernisation, Kalinago Upliftment and Constituency Empowerment has issued a call for individual consultants to revise the Waitukubuli National Trail Management Plan. The assignment is part of the Leveraging Eco-Tourism for Biodiversity Protection in Dominica project, financed by the World Bank, and aims to produce an improved management framework for the long-distance trail.
The objective of the assignment is to develop the management plan in a highly participatory manner, following best practices worldwide. The resulting framework will provide sustainable trail guidelines covering conservation, maintenance, utilisation, financing, promotion, and safety. The Government of the Commonwealth of Dominica has received financing from the World Bank toward the cost of the project and intends to apply part of the proceeds for these consulting services.
Interested applicants must hold a university degree, bachelor’s or higher, or an equivalent professional qualification in natural resource management, forestry, ecology, eco-tourism, or protected areas planning and management. The ministry requires at least seven years of professional experience in natural resources management, along with experience in at least three similar projects or assignments. Demonstrated experience working with national governments, communities, and diverse stakeholder groups is also required, as is experience in conducting beneficiary consultations and stakeholder engagement.
Experience in developing planning and management documents for long-distance trails is considered an asset, as is experience working within Small Developing Island States. Fluency in English with the ability to write clearly and concisely is required, and knowledge of Dominican Creole will be an asset. The successful candidate must also demonstrate excellent interpersonal and communication skills, the ability to meet deadlines, and proficiency in Microsoft Office applications.
Expressions of interest must include a letter of interest, a curriculum vitae, a description of similar assignments, details of experience working with national governments and communities, and details of experience in beneficiary consultations. Submissions should be a maximum of five to ten pages and must be delivered in written form, in person, by mail, or by email, to the Project Coordinator at the Leveraging Eco-Tourism for Biodiversity Protection in Dominica Project office on Cork Street in Roseau.
The deadline for submission is 4:00 p.m. Eastern Caribbean Time on September 10, 2026. The detailed Terms of Reference for the assignment may be requested by contacting the project via email. In the assessment of submissions, consideration will be given to qualifications, relevant professional experience, and experience in similar assignments, including participatory stakeholder engagement and the development of management plans for long-distance trails. Only experience clearly demonstrated and supported by the submitted documentation will be considered, and the individual determined to be the best qualified will be selected.
