The Ministry of Environment, Rural Modernisation, Kalinago Upliftment and Constituency Empowerment has issued a Request for Expressions of Interest (REOI) for an individual consultant to revise and develop the Waitukubuli National Trail Management Plan. The assignment is part of the Government's Leveraging Eco-Tourism for Biodiversity Protection in Dominica project, financed by the World Bank under Grant No. TF-B9551.
The Waitukubuli National Trail is the Caribbean's first long-distance walking trail, spanning some 115 miles from Scott's Head in the south to Capuchin in the north, passing through the Morne Trois Pitons National Park and the Kalinago Territory. The revised management plan is intended to provide a sustainable framework covering conservation, maintenance, utilisation, financing, promotion and safety along the trail.
According to the REOI, the consultant will be expected to work in a highly participatory manner, following best practices worldwide, to deliver an improved management framework and sustainable trail guidelines for operational aspects of trail management. The assignment is being procured through individual consultant selection.
Applicants must hold a university degree at bachelor's level or higher, or an equivalent professional qualification, in natural resource management, forestry, ecology, eco-tourism, or protected areas planning and management. A minimum of seven years of professional experience in natural resources management is required, along with at least three similar projects or assignments.
The ministry is also seeking demonstrated experience working with national governments, communities and diverse stakeholder groups, as well as a proven record in conducting beneficiary consultations and stakeholder engagement. Experience developing planning and management documents for long-distance trails would be an asset, as would experience working within Small Developing Island States. Fluency in English is required, and Dominican Creole will be considered an asset.
Interested individuals must submit a letter of interest, a curriculum vitae, a description of similar assignments, and details of their experience working with governments, communities and stakeholder groups, as well as their experience in beneficiary consultations and stakeholder participation. Expressions of interest should be between five and ten pages and must be submitted in writing, in person, by mail or by email.

In the assessment of submissions, consideration will be given to the applicant's qualifications, relevant professional experience, and experience in similar assignments, including participatory stakeholder engagement and the development of management plans for long-distance trails. Only experience clearly demonstrated and supported by the submitted documentation will be considered. The individual consultant determined to be best qualified and experienced for the assignment will be selected.
The REOI also draws attention to the World Bank's Procurement Regulations for IPF Borrowers, Seventh Edition (September 2025), setting out the bank's policy on conflict of interest, including specific provisions related to this assignment.
